In recent years, the state has also successively issued relevant policy documents to vigorously advocate the reinforcement and transformation project of old houses:
 
 
(1) On 21 December 2020, the National Housing and Urban-Rural Construction Work Conference was held in Beijing, which made every effort to implement urban renewal actions and promote high-quality urban development.
 
 
2) On 18 July 2023, the Ministry of Housing and Urban-Rural Development and other seven departments issued the Notice on Solidly Promoting the Rehabilitation of Old Urban Districts in 2023, which explicitly put forward "with the goal of striving to let the people live in better houses ...... Accelerating the elimination of hidden safety hazards in housing and neighbourhoods, and comprehensively upgrading the living environment, facility conditions and service functions of old urban neighbourhoods and communities ......" .
 
 
(3) On 21 July 2023, Premier Li Qiang presided over a State Council executive meeting, which considered and adopted the Guiding Opinions on Actively and Steadily Promoting the Rehabilitation of Urban Villages in Ultra-large and Very Large Cities. The meeting pointed out that the active and steady implementation of urban village renewal in mega mega cities is an important initiative to improve people's livelihoods, expand domestic demand, and promote high-quality urban development.
 
 
Therefore, urban renewal is becoming the main theme of healthy and sustainable urban development in the future. The implementation of urban renewal is an important decision made at the Fifth Plenary Session of the 19th CPC Central Committee, and it is a major project clearly defined in the National "14th Five-Year Plan".
 
 
For the old existing buildings generally exist in the low building standards, seismic capacity is weak and other issues, the application of building reinforcement technology can greatly improve the stability of the building, improve its seismic capacity, can better adapt to the needs of the development of modern society. In addition, after 14 years of research and exploration, Prof Deng Mingke's team has completed a large number of experiments, theories and numerical analyses in the field of high ductility concrete, from materials to components, from components to structures, and from experimental research to engineering applications, and systematically and comprehensively carried out the relevant research, which has been applied in more than 10,000 engineering cases, and the technology is getting more and more mature, and has laid a good technical foundation for the preparation of technical standards of high ductility concrete reinforcement in provinces and cities in the country. The technology is becoming more and more mature, which lays a good technical foundation for the compilation of high ductility concrete reinforcement technical standards in all provinces and cities.
